MEMBERSHIP

4.     The members of the Council shall be active participating Groups that have registered at the Service Office at Wollongong in a Register kept for that purpose for at least three (3) months prior to any General Meeting of the delegates as hereinafter set out.

5.     Each participating Group shall register at the said Wollongong Office the name of two (2) delegates with (if the groups so desire) an alternative delegate.

Any two (2) of the persons to register may attend any General Meeting as representing their respective group provided they have been registered at least seven (7) days prior to such meeting.

6.   The qualification of a delegate (which term when used in this constitution shall include an alternative) shall be

a)  Bona fide membership of the appointing Group or a Group within the appointing   Intergroup for at leat one (1) month.

b)  Bona Fide membership of a participating Group for at least six (6) months; and

c)  Physical abstinence from alcohol and physical abstinence from narcotics   otherwise than in the course of medical treatment for six (6) months prior to   appointment.

7.   The appointing Group or Intergroup shall have an absolute right of withdrawal and recall of any delegate.

8.   A delegate once appointed shall be deemed to continue to represent the appointing Group or Intergroup until the name of another delegate is registered in his or her stead but it is considered most desirable that where practicable, each delegate shall only serve a term of two (2) years without a break of at least twelve (12) months or as determined by group conscience.
